(a) (b) (1) Electronic transmission in accordance with guidance issued by the Office of Administrative Adjudication; or (2) Any of the following methods if respondent demonstrates, in accordance with guidance issued by the Office of Administrative Adjudication, that electronic filing is not practicable: (i) Personal delivery; (ii) Delivery to a reliable commercial courier service or overnight delivery service; or (iii) Mailing the papers through the U.S. Postal Service by First Class Mail, Registered Mail, Certified Mail or Express Mail.
