(a) (1) (b) (1) (2) (3) (4) (5) (6) (7) (8) (9) (c) (2) MCRMC will provide, except for (3) MCRMC shall not assess search fees if the agency fails to comply with time limits set forth in subpart 9901.4 if no unusual circumstances, as defined in subpart 9901.4, apply to the processing of the request. (d) (1) The subject matter of the request specifically concerns identifiable operations or activities of the Government; (2) The information is already in the public domain; (3) Disclosure is primarily in the commercial interest of the requester; and (4) Disclosure of the information would significantly enhance the public's understanding of the subject matter.
