(a) A TSOB Review Panel reviews an ALJ's decision to address whether the decision is supported by substantial evidence in the record before the TSOB Review Panel. (b) A TSOB Review Panel will not consider the constitutionality of any statute, regulation, Executive Order, or order issued by the TSA.
