Financial statements.

(a) As requested by the Secretary, the Council shall prepare and submit financial statements to the Secretary (b) Each financial statement shall be submitted to the Secretary within 30 days after the end of the time period to which it applies. (c) The Council shall submit annually to the Secretary an annual financial statement within 90 days after the end of the fiscal year to which it applies.
