When an emergency exists and the Agency determines that it is necessary to take emergency action before preparing a NEPA analysis and any required documentation, the provisions of this section apply. (a) (b) (1) Alternative arrangements for environmental compliance are limited to actions necessary to control the immediate impacts of the emergency. (2) Alternative arrangements will, to the extent practicable, attempt to achieve the substantive requirements of this part. (c)
