For services rendered by the Cotton and Tobacco Programs pursuant to this subpart, whether the cotton involved is tenderable or not, the person requesting the services shall pay fees as follows: (a) For each calendar year, AMS will calculate the rate for services, per hour per program employee using the following formulas: (1) (2) (3) (b) For each calendar year, based on historical costs, AMS will calculate the benefits, operating, and allowance for bad debt components of the regular, overtime and holiday rates as follows: (1) (2) (3) (c)
