Any handler may, without regard to the provisions of §§ 905.52 and 905.53 and the regulations issued thereunder, ship any varieties for the following purpose and types of shipment: (a) To any person gift packages containing such varieties: (b) to any individual gift package distributor of such varieties to be handled by such distributor:
