· Transportation Department, Federal Aviation Administration
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Deutschland GmbH (AHD) Model MBB-BK 117 D-2 helicopters. Pursuant to the Privacy Act of 1974 and Office of Management and Budget (OMB) Circular No. A-108, notice is hereby given that the Executive Office for Immigration Review (EOIR), a component within the United States Department of Justice (DOJ or Department), proposes to develop a new system of records notice titled "Fraud and Abuse Prevention Program Records," and numbered JUSTICE/EOIR-006. This system of records assists the EOIR Fraud and Abuse Prevention Program (Fraud Program) in receiving, tracking, and managing complaints of suspected immigration fraud, abuse, and unauthorized practice of immigration law, and in referring complaints to Federal, state, and local law enforcement and disciplinary authorities when appropriate. Fraud Program records were previously included within a different system of records, JUSTICE/EOIR-001. See 69 FR 16179 (May 11, 2004). However, JUSTICE/EOIR-001 was recently modified and now only partially covers Fraud Program records. See JUSTICE/EOIR-001, Adjudication and Appeal Records of the Office of the Chief Immigration Judge and Board of Immigration Appeals, 90 FR 42265 (Aug. 29, 2025). Accordingly, EOIR proposes to establish a new system of records encompassing all Fraud Program records.

The FAA proposes to adopt a new airworthiness directive (AD) for certain Baykar Piaggio Aerospace S.p.A. (Piaggio) Model P-180 airplanes. This proposed AD was prompted by a report of corrosion and cracks found around the head of attaching fasteners on main wing lower skin external reinforcement doublers. This proposed AD would require repetitive high frequency eddy current (HFEC) inspections of the lower skin reinforcement and, depending on findings, corrective action. The FAA is proposing this AD to address the unsafe condition on these products.

This AD requires rectifying the low clearance condition between the fuel line flexible coupling and the harness support bracket clip-nut, rectifying the low clearance condition between the fuel line flexible coupling and the hydraulic system, and doing an inspection for adequate clearance between the hydraulic system and the fuel vent tube and applicable on-conditions actions. Airworthiness Directives; Leonardo S.p.A. Helicopters

· Transportation Department, Federal Aviation Administration
The FAA proposes to supersede Airworthiness Directive (AD) 2024-18-01, which applies to Leonardo S.p.A. Model A119 and AW119 MKII helicopters. AD 2024-18-01 requires repetitive inspections of certain collective stick torque tube assemblies for deficiencies and corrective action, as applicable. Since the FAA issued AD 2024-18-01, an improved collective stick torque tube assembly was designed, and replacement instructions were issued. This proposed AD would require repetitive inspections of certain collective stick torque tube assemblies and, depending on the results of the inspection, replacement of affected parts. This proposed AD would also require modification of the helicopter through replacement of an affected part with a serviceable part, which would constitute terminating action for the repetitive inspections. This proposed AD would also prohibit installation of an affected part on any helicopter. The FAA is proposing this airworthiness directive (AD) to address the unsafe condition on these products.

· Transportation Department, Federal Aviation Administration
The FAA is withdrawing a notice of proposed rulemaking (NPRM) that proposed to adopt a new airworthiness directive (AD) that would have applied to certain The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. The NPRM was prompted by reports that very high frequency (VHF) radio frequencies transfer between the active and standby windows of the tuning control panel (TCP) without flightcrew input. The uncommanded frequency changes could result in missed communications between the flightcrew and Air Traffic Control. The NPRM would have required updating the TCP operational software (OPS) and performing a software configuration check. Since issuance of the NPRM, the FAA has determined that the TCP OPS version specified in the NPRM does not correct the unsafe condition. Accordingly, the NPRM is withdrawn.
